I probably don't have to tell you this, but disconnect battery with DaWg'S fancy switch while you're messing with amp gauge. :)

At the patient,12.5V and car starts. 15.5V charging while running, seems high to me. 11.5V or so during start. Amp gauge is shot or something. Its pegged at full charge with battery disconnected or connected and running.
