 I believe it.....the feds used to have a rule when I moved from Germany to Saudi Arabia well into the late 90's that an American could get a "one-time" exemption on DOT/EPA rules for importing old European cars where you would NOT need to modify them.
What ended that exemption was some guys I was working with particularly in the Middle East starting buying multiple Italian and German sports car using friends and work mates to help bring in multiple cars.So of course a few bad apples ruined a beautiful thing for everyone else and our government stopped issuing exemptions around that time period...
I have no idea how it all works today but since Chris is looking for a used Ferrari it sounds like a hellva road trip Chris if we fly to Italy to buy your next project car. haha

Thru Fed loophole: you could bring into USA: ONE NON-Conforming vehicle, per person, Per Lifetime.(Uncle used to do it)
What I remember was just Fed Safety Regs.....I don't remember if it applied to EPA.
I brought some Canadian built vehicles into USA. (Even Semi trucks)You HAD to make sure the sticker in engine bay for EPA regs & Safety sticker in door jam were PERFECT!!  Not even an edge deformed.....that showed it passed USA Regs.Then you were OK @ Border inspection.

Subject: Re: [TPR] Racing harness Short story follows....when I was working in Frankfurt in 1982 all the team bought BMW's or 911's.The real bargain then was the 928's....the Germans were not fond of them and a friend bought two for a steal and brought both back to California.
Of course then he found out neither 928 could be licensed for the street back here in the States and at that time because they also could not pass the required US DOT & EPA requirements...He actually paid more to make one car legal then what he paid for it originally in Germany. I believe now all the Porsche's manufactured in Germany all meet U.S. specs...but not then.  He  then sold the other 928 to a friend who wanted to convert it into a dedicated race car since again neither 928 could pass DOT/EPA rules without extensive modifications (engine, glass, door bars etc.). 
I drove the 928and it was an awesome fast car. Should be on Asa's wish list as a back up to his Mach 1 in pieces.! 
And then sold the other to a friend who wanted to convert it into a dedicated race car.

Everyone should check the expiration of their racing harness to make sure it will still be valid for SSCC. Just a note SFI rated b

elt are good for 2 years. FIA belts are good for 5 years. There are FIA belts on sale now with an expiration of 2027. They are all 6 point types.
