[TPR] SSCC 2023 Rule book changes

Hey Team,

A response from SSCC Race Director (Frank McKinnon) on rule changes. 

Looks like another year with SA2015 helmet…..note his comment on belts and expiration of belts…

And I will check with Corvette Blog and Vegas Club guys if the C8 has an integrated bar.
