could be a high impedance in the amp gauge. Try bypassing the gauge (remove output wire and connect to input terminal). Then recheck charge voltageover 15 is too high. 14.4 max

At the patient,12.5V and car starts. 15.5V charging while running, seems high to me. 11.5V or so during start. Amp gauge is shot or something. Its pegged at full charge with battery disconnected or connected and running.
