 Yes, in the garage without a load.  A couple others mentioned that too so I'm not going to worry about it at this point.
 
 I'm off on a work trip the next three days and will get back to SSCC prep this Saturday.

  Are you checking the advance just sitting in the garage or while actually driving?  If it's while in the garage then that is normal since there isn't any load on the engine you will have higher vacuum than while driving.

  All,
 Finally got back to the Pantera today.
 
  - Removed both vacuum hoses from the distributor and plugged them.
 - Set 3,500 RPM timing to 35 degrees, blipping higher it advances 
 another degree or two maybe
 - Then check Initial timing at 650 RPM and it's 10 degrees
 - difference between idle and 3,500 RPM = 25 degrees
 
  The mechanical advance may not be putting enough advance in.
 
  - Then checked vacuum retard, it's working, retards timing between 6 and 
 10 degrees.
 - Pulled retard vacuum and plugged again
 - hooked up advance vacuum
 - No advance at idle.  Vacuum advance -begins- to move timing at about 
 1,200 RPM
 - At 3,500 RPM, the vacuum advance is adding 10 degrees to mechanical 
 making a total of 45 degrees
 
  Is that good or bad?
 Why?  How?
 Help....
