[TPR] NPC - Listmanager update

Hey gang,
During a look-see of the list software this evening, I noticed the
Mailman packages had been updated.  This must have happened
automatically in the last couple of weeks as the latest release is only
about a month old.  I was going to work on updating it tonight and
tomorrow, but hey... if it's already done, even better. :)

The Mailman list software is running the most up-to-date version
available.  This means it contains the fixes for the DMARC problem; or
as much fix as the Mailman developers can put in at this point.

Therefore I've made a couple of setting changes now that new DMARC
settings are available.  Hopefully this will fix the problem with our
members using Yahoo and AOL accounts.  You'll just have to post to find out.

Before sending this, I checked the entire member database and found Mike
Trusty was the only one currently not receiving email due to excessive
bounces.  I fixed that so everyone should be getting email (except Bob
Radefeld who apparently unsubscribed himself).

I encourage you all to pick up the bench racing so we can test whether
or not this worked because it's honestly all I can do.
