[TPR] NPC NRC DOG + Fontana block

Unfortunately it is true. The dog meat was supposed to be beef and pork.
This was a little pincho stand right outside of the main gate off base. My
dad and I ate there often for about 3 years. Right before he was stationed
in the States the pincho stand was closed down for the discovery of dog
remains that were being stashed away behind the place after many complaints
of neighboring businesses. The police did a sting investigation and followed
through to terminate the activity. But hey, if you don't know...you don't
know...
